この表現なん，となく「〜するはず」「〜しないといけない」みたいな感じで覚えていませんか？
実は，「suppose（〜と思う、想定する）」という意味の土台から考えると，納得しながら覚えることができます。

→彼女は教授が設定した期限までにレポートを提出することになっている。
この文では，“submit” が be supposed to のあとに続く 動詞の原形です。

という形で使われます。
文の時制に合わせて「be動詞」の形を変えます。たとえば：

「そういう仕様や前提になっている」
