高校生の英語の教科書や参考書によく出てくる”It is not until ～ that …”を用いた文章ですが，実は超簡単に覚えることができます。
It is not until ～ that …の意味
It is not until ～ that …の意味は「～して初めて・・・する[した]」です。
あるいは，「～するまで・・・しない[しなかった]」と訳すこともできます。
It was not until Ken studied abroad that he realized the importance of English.
（ケンは留学して初めて英語の大切さに気づいた。）
＝（ケンは留学するまで英語の大切さに気づかなかった。）
It wasn’t until 2020 that his two-way was recognized in the major leagues.
（2020年になって初めて彼の二刀流がメジャーリーグで認められた。）
＝（2020年になるまで彼の二刀流がメジャーリーグで認めらなかった。）
untilは前置詞？接続詞？
結論から言うと，untilは前置詞と接続詞のどちらの可能性もある。
It was not until Ken studied abroad that he realized the importance of English.
↑のuntilは接続詞で，その証拠にuntilの後ろにKen studiedのようにSVがあります（until節）。
It wasn’t until 2020 that his two-way was recognized in the major leagues.
↑こちらのuntilは前置詞。後ろは2020という名詞が置かれていますね。
It is not until ～ that …の時制
It is not until ～ that …を教えるときに，「It is not until ～ that …が正しいの？それともIt was not until ～ that …が正しいの？」と聞かれることがあります。
答えは「どちらも正しい」です。
It is not until you lose your health that you realize its blessing.
（健康を失って初めてその恩恵に気づくのです。）
↑の例文は現在形を用いた場合。英語では「一般的な事象，変えることのできない事実」について話す時，現在形を用います。よって，ここではIt is not until ～ that …の形が正解です。
It was not until Ken studied abroad that he realized the importance of English.
（ケンは留学して初めて英語の大切さに気づいた。）
一方，上記例文のように，過去の話の場合はIt was not until ～ that …の形を用います。
また，that節も過去の話なので，過去形を用います。
過去完了にはならないの？
答えは，時制の一致が起こっているので，過去完了にする必要はない（過去形でよい）です。
この出来事はuntil節が時／条件の節になっていて，「Aして初めてBした」と訳します。
つまり，AというアクションはBというアクションが起こる条件になっています。
実際にuntil節とthat節以下と見比べてみましょう。
until節 ⇒ Ken studied abroad（ケンは留学した）
that節 ⇒ he realized the importance of English（彼は英語の大切さに気づいた）
この二つのアクションに「AをしたときすでにBしていた。」（過去完了）のような関係はありません。
むしろ「Aという出来事が起こったからBという出来事が起こった」という条件の関係です。よって，時制は一致します。よって，過去完了形を用いる必要はありません。
反対に，過去完了形を用いるのは以下のような文です。
例１： The train had left when we arrived at the station.
（私たちが駅に着いた時，電車はすでに出発していた。）
例２：Bob wasn’t better at playing basketball than we had expected.
（私たちが期待していたほどボブはバスケが上手ではなかった。）
It is not until ～ that …の短縮形
It is not until thatの構文は短縮形にすることも可能です。
（短縮前）It is not until ～ ⇒ （短縮後）It isn’t until ～
（短縮前）It was not until ～ ⇒ （短縮後）It wasn’t until ～
のように用います。
It is not until ～ that …の覚え方
では，なぜこのような意味になるのかを解説します。
It is not until ～ that …は強調構文
先ずここで覚えていて欲しいのは，It is not until ～ that …は強調構文だということです。
強調構文は，It is ~ that …の形で用いて，強調したい言葉をIt isとthatの間に置きます。
It was Bob that broke the window.（窓を割ったのはボブだった）
上の文章は，窓を割った人物＝「ボブ」を強調しています。
この英文を強調構文を使わずに表現すると，
Bob broke the window.（ボブは窓を割った）
のようになります。
強調構文を用いない形で考える
It is not until ~ that … を，強調構文を用いなかった場合の文に戻して考えてみましょう。

It was not until Ken studied abroad that he realized the importance of English.
（ケンは留学して初めて英語の大切さに気づいた。）
that節の”he realized the importance of English”を主節に持ってくると，heはKenを指すので
Ken realized the importance of English ・・・
（ケンは英語の大切さに気づいた）
ステップ２．主節の動詞の前に否定の助動詞を置く
「留学して初めて気づいた」は一見肯定文のように思えて，「留学するまで気づかなかった」という意味の否定文です。よって，主節の動詞”realized”の前に否定の助動詞を置く。
Ken didn’t realize the importance of English ・・・
（ケンは英語の大切さに気づかなかった）
ステップ３．until以下を文末に移動する
最後に，until以下を文末に置く。
until Ken studied abroad（ケンが留学するまで）のKenは主節と同じ人物のため代名詞(he)に置き換える。
Ken didn’t realize the importance of English until he studied abroad.
（ケンは留学するまで英語の大切さに気づかなかった）
Akkenさて，完成した文と元の文を見比べてみましょう。
＜強調構文を用いた形＞
It was not until Ken studied abroad that he realized the importance of English.
＜強調構文を用いない形＞
Ken didn’t realize the importance of English until he studied abroad.
御覧の通り，否定の助動詞の位置が変わっていることがわかります。
強調構文を用いると，that節の動詞(realize)に否定の助動詞は必要ない。
一方，通常の文では，主節の動詞(realize)に否定の助動詞(didn’t)を付ける必要がある。
つまり，It is not until ～ that…構文は，「意味的にはthat節の動詞を否定している」ことになります。
Akken以上がIt is not until ～ that…構文の覚え方でした。

It was not until Bob’s mother scolded him that he started studying for the test.
（ボブがテストの勉強を始めたのは、母親に叱られてからだった。）
It wasn’t until I turned 30 that I realized how interesting English is.
（３０歳になって初めて英語の面白さを知った。）
It wasn’t until he was 20 that he found out that his father wasn’t his real father.
（ ２０歳になって初めて彼は彼の父親が実の父親でないことがわかった。）
It was not until Ken studied abroad that he realized the importance of English.
（ケンは海外に留学して初めて英語の大切さを認識しました。）
It is not until you lose your health that you realize its blessing.
（健康を失って初めてその恩恵に気づくのです。）
It wasn’t until 2010 that smartphones became popular in our country.
（我が国でスマートフォンが普及したのは 2010 年になってからです。）
It wasn’t until 2020 that his two-way was recognized in the major leagues.
（2020年になって初めて彼の二刀流がメジャーリーグで認められた。）
It is not until ～ that …の言い換え・書き換え表現
上記の例文はonly ~ when(after) …やfor the first time whenで言い換えることが可能です。
意味は同じく「…して初めて～する[した]」です。
先ほどの例文をいくつか書き換えてみました。↓↓
Bob only started studying for the test when(after) his mother scolded him.
あるいは，
Bob started studying for the test for the first time when his mother scolded him.
Ken only realized the importance of English when(after) he had studied abroad.
あるいは，
Ken realized the importance of English for the first time when he went to study abroad.
He only found out that his father wasn’t his real father when(after) he was 20.
あるいは，
He found out that his father wasn’t his real father for the first time when he was 20.
You only realize the blessing of your health when(after) you lose it.
あるいは，
You realize the blessing of your health for the first time when you lose it.
onlyには「…してようやく」の意味があるので，「…したとき，ようやく～した」と訳すことができ，結果「…して初めて～した」の意味になります。
ただし，only ~ when(after) …のwhen(after)の代わりにuntilを置くことも，It is not until ~ that …の文でuntilの代わりにwhen(after)を置くこともできません（意味が変わってしまうため）。
加えて，onlyには「ただ…するだけ」の意味もあるため注意しましょう（例文参照）。
Our teacher only shrugged his shoulders when we asked for answers.
（私たちが答えを聞いたとき先生はただ肩をすくめただけだった。）
結論，only ～ when(after) …やfor the first timeを用いて言い換え可能だが，必ずしも「…して初めて～した」を意味するとは限らない。
まとめ
It is not until ～ that …の意味は「～して初めて・・・する[した]」あるいは，「～するまで・・・しない[しなかった]」
It isn’t until ～や， It wasn’t until ～のように短縮できる
It is not until ～ that …は強調構文なので，強調構文を用いない形（通常の文）に戻すと意味をとらえやすい
only ～ when …やfor the first time when …で言い換えられる場合もある
